converts the plastic capacities from cell array of element properties to vector

Description

ELEMDATA2QPL converts the plastic capacities from cell array of element properties to vector
  QPL = ELEMDATA2QPL(MODEL,ELEMDATA)
  the function converts the plastic capacities in the fields Np and Mp
  of the cell array with element properties ELEMDATA to the vector QPL
