Description

CREATE_MASS4FRAME generation of lumped mass vector for regular frame    
  ME = CREATE_MASS4FRAME (FRAME,MDIS,INDEX)
  the function generates the nodal mass vector ME from information
  about the mass distribution MDIS over the height of the frame;
  the same mass distribution MDIS is assigned to the column lines in INDEX
